Full panel or small service: two different jobs

The subdivisions along Road 68 and out into Broadmoor were built with 200 amp services and panels filled to the last slot with small circuits. When a homeowner there wants a shop circuit, a hot tub or an EV charger, the fix is usually a sub panel, not a new service. That is a smaller job and a smaller price, and we will say so rather than sell the bigger one.

East Pasco and the older core are where the real service upgrades happen. Smaller services, panels that predate everyone in the house, additions wired by whoever was around, and detached garages fed by undersized runs. Pasco also has more real outbuildings than Kennewick or Richland. Shops, sheds and small agricultural structures that need proper feeders, disconnects and GFCI protection instead of an extension cord across the yard. Franklin PUD, L&I, and the day of the swap

Pasco is Franklin PUD territory, so on a service upgrade they handle the meter disconnect and reconnect, not the Benton County utilities. The permit and the inspection go through Washington Labor and Industries. We schedule all of it. Plan on the power being off for the working hours of a single day for a standard 100 to 200 amp change out. You get the window in advance, the inspection follows the work, and Franklin PUD reconnects.
