West Richland spent years as a quiet bedroom community and then filled in quickly. The growth along Keene Road, Belmont Boulevard, and out past Bombing Range Road brought hundreds of new homes on larger lots than you find in Kennewick or central Richland. Bigger lots change the electrical work. Detached shops, RV parking with 30 and 50 amp service, well pumps, irrigation pumps, gates, and outbuildings sitting a hundred feet or more from the house all need feeders sized and buried correctly, with the right disconnect and grounding at the far end.
The other half of West Richland is older and more rural, closer to the Yakima River and out toward Red Mountain, where properties predate the subdivisions and the wiring shows it. Long overhead runs to shops, panels that were never meant to carry a modern load, and additions that were wired informally over the years. Much of West Richland and the surrounding rural area is served by Benton REA rather than a city utility, which matters when you are coordinating a service change or a new meter on a property that has never had one.

Homes off Keene Road and Belmont are finished lean. Recessed lighting, ceiling fans, garage circuits, and outdoor lighting are almost always the second phase, and they are easier before the walls get painted twice.
Rural West Richland properties run pumps that need dedicated circuits, correct disconnects, and weather-rated enclosures. A failed pump circuit in July is not something that can wait a week.
